A month of freeze every quarter? Needs an n+1 tier for next release dev and testing while leaving the n tier ready for any critical fixes

Means you can have active development using staging environments decoupled from normal production release pipeline, so like having a dev2 branch/db/server where you're working on stuff that's not ready to merge into dev because it could interfere with critical fixes. Then you may even get to a point where you grow that up and have a main2 (or just a release branch) with its own isolated environment.
I'd probably still cut it off 2-3 weeks early for new features depending on the size and complexity of release, but minor changes like ux touches could probably run to to 1 week prior to release.
It depends a bit on how easy it is for you to maintain and merge across that kind of pipeline, maybe at like 2 weeks you don't even allow minor changes in the n (current prod) tier unless they're critical but you keep pushing them into the n+1 tier so they can get in with the release.
